According to the Postal Law of the People's Republic of China, the Law of the People's Republic of China on Tobacco Monopoly and its implementing Regulations, and the Measures for the Administration of E-Cigarettes (Announcement No. 1, 2022 of the State Tobacco Monopoly Administration), the delivery of e-cigarette products, atomizers, and nicotine for e-cigarettes shall be subject to limited management. The specific notices are as follows:
1. Delivery of e-cigarette products is limited to 2 sets of cigarette sets per piece; 6 e-cigarette cartridges (liquid atomizer) or cartridges combined with cigarette devices (including disposable e-cigarettes, etc.), with a total liquid volume of no more than 12ml.
2. The limit of aerosol such as cigarette liquid and nicotine for e-cigarette is 12ml per piece.
3. Posting and delivery of cigarette sets, e-cigarette cartridges (liquid aerosol), products sold in combination with cigarette cartridges (including disposable e-cigarettes, etc.), aerosol of cigarette liquid and nicotine for e-cigarettes shall be limited to one piece per person per day, and no more than one piece is allowed to be posted and delivered.
4. For products that need to be delivered in excess of cigarette sets, e-cigarette cartridges (liquid atomizer), combination of cigarette cartridges and cigarette sets (including disposable e-cigarettes), aerosol liquids and other vaping substances, and nicotine for e-cigarettes due to special circumstances such as technical review, quality supervision, inspection, and identification testing, the relevant requirements of the local department of tobacco monopoly administration shall be handled. Delivery of cigarette sets, e-cigarette cartridges (liquid aerosol), products sold in combination of e-bombs and cigarette sets (including disposable e-cigarettes, etc.), aerosol liquids and other vaping substances, and nicotine for e-cigarettes between e-cigarette trading entities that have obtained tobacco monopoly licenses according to law shall be handled in accordance with the relevant provisions of the department of tobacco monopoly administration.
5. Cross-border limited delivery shall be carried out in accordance with the provisions of this Circular.
