Recently, according to the relevant provisions of the "Implementation Rules for Quality Supervision and Spot Inspection of Electronic Cigarette Products", Shenzhen Tobacco Monopoly Bureau formulated and issued the "Shenzhen Electronic Cigarette Product Quality Supervision and Spot Inspection Plan for the First Half of 2023" ("Plan" for short), "Plan Determined 14 inspection criteria for vaping nicotine, vaping 2,3-butanedione, vaping heavy metals, vaping additives, and e-cigarette emissions.

The "Plan" stated that after inspection, all the inspection items meet the standard requirements, and the spot-checked products are judged to be qualified; any of the inspection items does not meet the standard requirements, and the spot-checked products are judged to be unqualified. At the same time, the sampling of e-cigarette products also distinguishes bomb-changing products and disposable e-cigarette products.

In the past 2022, relevant policies such as "E-cigarette Management Measures" and "E-cigarette" mandatory international policies have been promulgated and implemented one after another, opening a new era of compliant development of e-cigarettes. Especially under the requirements of protecting minors from tobacco infringement and the development of industry norms, from October 1, 2022, policies and regulations explicitly prohibit the sale of flavored e-cigarettes other than tobacco flavors and e-cigarettes that can add their own vaping substances .

However, in the early days of the implementation of the regulatory policy, fruit-flavored e-cigarettes were banned repeatedly, and a large number of disposable e-cigarette products with "milk tea cups" and "coke cans" appeared on the market. Previously, the Nandu Electronic Cigarette Industry Observation Research Group visited convenience stores and wholesale markets in Shenzhen and found that these electronic cigarettes, which are collectively referred to as "milk tea cups" without marking the manufacturer and date, can be sold in popular business districts, It can be easily sold in convenience stores in downtown.

From the perspective of consumers' physical safety, do these "milk tea cups" meet the standard requirements? Is it harmful to the human body? On January 17 this year, the Nandu Electronic Cigarette Industry Observation Research Group purchased samples of "milk tea cups" from the market and sent them to Shenzhen Institute of Metrology and Quality Inspection. Among the 7 samples purchased this time, 4 brands were involved, covering "popular" flavors such as cola, lemon, orange soda, and strawberry. Each sample was tested for 2,3-butanedione, cinnamaldehyde, toluene, and benzene The content of common atomized pollutants such as formaldehyde, and the content of heavy metals such as lead and nickel in the emissions.

The results showed that among the 7 "milk tea cup" samples, different levels of heavy metals such as lead and nickel were detected from their emissions; some samples were detected with 2.3-butanedione and cinnamaldehyde, which far exceeded the national standard or group standard for fog Requirements for chemical impurities and pollutants. The results showed that 2.3-butanedione, cinnamaldehyde and other substances were detected in some "milk tea cup" products, the highest exceeding the standard by 80 times.

Obviously, the Shenzhen Tobacco Bureau's release of the e-cigarette spot check plan will severely crack down on non-national standard products on the market, which will help promote the healthy and compliant development of the industry. According to the "Rules for the Implementation of E-cigarette Product Quality Supervision and Sampling Inspection", if there is an inspection conclusion in the results of supervision and random inspection that the product is determined to be unqualified, after being reviewed by the tobacco monopoly administrative department of the State Council, the transaction of the same product on the e-cigarette trading management platform will be stopped immediately.

At present, the supervision and law enforcement of e-cigarettes is showing a thunderous trend. Recently, in the rectification of flavored e-cigarettes such as "milk tea cups" and "coke cans" carried out by the State Tobacco Monopoly Administration, 593 cases of "milk tea cups" and "coke cans" were investigated and dealt with, 84 criminal cases were involved, and 188 people were prosecuted. 723,800 "milk tea cups" and "coke cans" were seized, involving a total amount of 507 million yuan.
