German Institute: Nicotine pouches are safer than smoking

In a statement issued on October 7, 2022, the German Federal Institute for Risk Assessment (BfR) confirmed that tobacco-free nicotine pouches reduce health risks compared to smoking. To protect consumers, the BfR recommends regulating the production, display and sale of nicotine pouches for legalization.

In a detailed study of the material composition of tobacco-free nicotine pouches, conducted in August 2022, scientists at the BfR found that the pouches did not contain any substances that could cause health problems other than nicotine. However, in some samples, they detected traces of tobacco-specific nitrosamines (TSNA), similar to those found in medical nicotine replacement products.

Scientists at the BfR did express concern about inadequate labelling and missing warnings for some products.

"These criticisms can in principle be addressed," Jan Muecke, chief executive of the German Association of Tobacco Industry and New Products (BVTE), said in a statement. "Setting appropriate limits for nicotine and TSNA, And it would be very meaningful to introduce binding regulations on warning and labelling obligations. A high level of consumer protection must be guaranteed."

Mook said the BVTE would welcome regulation of nicotine pouches under the Tobacco Act. Unlike other European countries, German regulators treat nicotine pouches as food. Therefore, they are currently illegal in Germany.

Mook said he hoped the BfR's assessment would prompt regulators to reconsider their approach. "We hope smokeless nicotine pouches offer consumers of tobacco and nicotine products another potentially less harmful alternative," he said.
